Liz Yeigh is the Corporate Secretary and Chief Strategy Officer at the Alcohol and Gaming Commission of Ontario (AGCO). She is a results-oriented, collaborative leader with a wealth of public sector experience with a focus on policy, governance and program delivery.

George Sweny is the Vice-President, Regulatory Affairs at Flutter Entertainment. Flutter includes a range of international brands and operations, including Paddy Power, Betfair, PokerStars, Sky Bet, Sportsbet, FOX Bet, FanDuel, TVG and Adjarabet.
Prior to his role with Flutter, George has held executive level positions in the gaming industry within the private and public sectors. Wiley D. Harwell is the executive director of the Oklahoma Association on Problem Gambling and Gaming, the official affiliate of the National Council on Problem Gambling. As the affiliate, Wiley administers the Oklahoma Helpline, leads training for certification to become a certified gambling counselor, works with tribes to promote responsible gambling, promotes awareness for problem gambling to the public and government officials, and works in cooperation with the Oklahoma Department of Mental Health and Substance Abuse as an advocate for all aspects of problem gambling issues. In July 2012, Wiley was elected to serve as a board member of the National Council on Problem Gambling and was reelected in 2015 for a total of six years. Wiley served as president of the NCPG board of directors in 2015-2017.
Wiley has a Doctor of Ministry degree from Southern Methodist University, a Master of Divinity from Southern Seminary in Louisville, Kentucky and a bachelor’s degree from Wayland Baptist University. Wiley is a licensed professional counselor, a certified employee assistance professional, and an International Certified Gambling Counselor-II.

Sheila Morago is the Executive Director of the Oklahoma Indian Gaming Association. OIGA has 26 member tribes and numerous associate members. Oklahoma now ranks third in the United States in gaming revenue, with over 130 casinos ranging from small fuel stops to full resort casinos.
OIGA also hosts the largest regional tradeshow in the United States, with 2,400 attendees and over 165 exhibitors in Oklahoma City every summer to see the latest in gaming supplies.
Prior to working for OIGA, Ms. Morago was Executive Director for the Arizona Indian Gaming Association from 2004-2011.

Rockey Robbins has written over 27 peer reviewed articles, 8 articles or book chapters, 36 international keynote addresses, 41 national keynote presentations, 54 state presentations and 45 tribal keynote presentations. Rockey has taught most of the classes that can be related to counseling and psychology with an emphasis in multicultural studies and emphasis on Indigenous people, trauma and addictions.
Barbara Roland is a Licensed Professional Counselor. She is employed by the Indian Health Service (IHS) in the Oklahoma City Area. She has worked for IHS for seven years. She worked at Lawton Indian Hospital for two years and has been the Director of Behavioral Health at the Area office for five years.
Barbara has worked with children, families, couples, and individuals for over twenty years as a mental health counselor, college professor, supervisor and consultant. Ms. Roland worked as a substance abuse counselor, marriage and family counselor, group counselor, and college professor.
Lindsay King, a citizen of the Cherokee Nation, has dedicated nearly two decades to supporting tribes and tribal organizations in advancing the IHS self-determination and self-governance programs. Ms. King serves as the Director of the Office of Tribal Programs and Partnerships and as the Agency Lead Negotiator (ALN) for the Oklahoma City Area (OCA) of the Indian Health Service (IHS). In this capacity, Ms. King is responsible for strategic leadership and oversight of functions and operations related to the Indian Self-Determination and Education Assistance Act (ISDEAA) and IHCIA.

The Mescalero Apache Responsible Gaming Program works to build awareness of responsible gambling and provide problem gambling assistance across tribal gaming properties throughout the state of New Mexico. The program has evolved in a rural environment and has made significant progress using a wide range of grassroots community engagement initiatives.

Willymae Smith has been in counseling for over 20 years. Her primary experience is working with substance use and mental health. She has worked with outpatient programs and residential treatment centers. Additionally, she has worked with problem gambling clients. Currently, Willymae works in a detention center and has a caseload of 100 inmates she works with on a weekly basis. Her main job role is to work on treatment admission, group & individual counseling, reentry services, and mental health assessments.
Jennifer P. Vigil is a Licensed Alcohol and Drug Counselor who is currently employed with the Santa Clara Behavioral Health Department in Santa Clara Pueblo, NM. Jennifer has over thirty (30) years of experience working in the addictions field, helping clients develop recovery skills, and providing assistance to their families as they go through the devastating effects of addictions. Jennifer has been credentialed through the New Mexico Counseling and Therapy Board since 1997, and continues to maintain a passion in working with both individuals and families.
LoJann Hooee was born into the Pueblo of Zuni and Navajo (Dine’) and is a licensed addictions counselor, with extensive training in gambling addictions. Her work experience includes Tribal Gaming Surveillance, New Sunrise Regional Adolescent Treatment Center, Pueblo of Acoma BHS, and Pueblo of San Felipe BHP. She has developed a Gambling Addictions Awareness Program for community education & treatment services and staff training at the Sky City Casino. Currently, she provides support services to the Black Mesa Casino and contracts with Peoplework-NM with a focus on gambling education and treatment services.

Most people who gamble do so without experiencing any gambling-related harm. Yet, the focus of the field of gambling studies and responsible gambling efforts has been on minimizing risk factors associated with problem gambling. In this webinar, Dr. Michael Wohl will discuss the limitations of this focus for responsible gambling programming and the downstream impact on players, and how this focus has begun to change. Specifically, recent theory and research has begun to direct attention toward positive play, which is not merely an absence of risky or problematic play, but a set of beliefs and behaviors that exist independently of problematic beliefs behaviors.
Although positive play increases player satisfaction whilst minimizing the harms associated with gambling, the gambling industry continues to struggle with how to achieve and maintain positive players. To address this situation, Dr. Wohl has (with some controversy) proposed that rewards programs are well positioned to facilitate positive play by rewarding engagement with responsible gambling tools. The net effect being an increase in the current low rate of tool use. A call for empirical research on the antecedents and consequences of rewards program membership, and particularly on whether membership can be leveraged to advance positive play is proposed.

Dr. Michael Wohl is a Professor of Psychology at Carleton University. Dr. Wohl has published over 160 peer-reviewed papers. He is the recipient of the International Center for Responsible Gambling’s Research Achievement Award, the National Council on Problem Gambling’s Research of the Year Award, Carleton’s Research Achievement Award, and Carleton University’s Graduate Mentorship Award. Dr. Wohl has received research funding from, among other organizations, the Canadian Foundation for Innovation, Gambling Research Exchange, International Center for Responsible Gambling, and the Ontario Ministry of Health and Long-Term Care. Work in his Carleton University Gambling Laboratory (CUGL) focuses on, among other things, factors that predict disordered gambling (e.g., erroneous beliefs, financial focus), facilitators of responsible gambling (e.g., monetary limit setting and adherence), and means to overcome barriers to behavior change (e.g., nostalgia for life lived before the addiction behavior hold). Members of CUGL also examine the potential pitfalls and possible harm-minimization utility of loyalty program membership.

Research consistently finds that rates of gambling addiction among veterans and active-duty personnel are significantly higher than the general population, and highest among minorities.
During the final session of Ask an Expert in 2022, Dr. Heather Chapman, Director of the Gambling Treatment Program with the Department of Veterans Affairs in Cleveland, OH will answer questions about working with a community that has fewer options for prevention and treatment than the general public; the complicated treatment route when a gambling problem occurs alongside other problems such as PTSD, alcohol disorder and substance abuse; and raising awareness of gambling problems among members of the entire military community.

Historical trauma can be described as the cumulative emotional and psychological wounding following loss of lives, land and vital aspects of culture that is transferred to subsequent generations through biological, psychological, environmental, and social means, resulting in a cross-generational cycle of trauma. The manifestation of historical trauma is apparent in familial, social, and health disparities, including addictions. While Native Americans account for only a small part of the U.S. population, they experience much higher rates of substance abuse compared to other racial and ethnic groups.
This webinar will address health and recovery equity within Native communities, the roles of historical and generational trauma, the rates of addiction and the necessity of culturally specific addiction treatment programs.

Jennifer Topash LeBlanc was raised in Buchanan, MI, and she moved to Sault Ste. Marie, Michigan in 1980 to attend Lake Superior State University. Fiorigio (Fred) Fetta, has provided clinical oversight for the treatment and integration programs for Problem Gambling Services with the Department of Mental Health & Addiction Services (DMHAS) in Connecticut since 2014. Prior to his work with DMHAS, he provided treatment for individuals impacted by gambling disorder and affected loved ones in the roles of supervisor and clinician of a Bettor Choice Gambling Treatment Program. Fred is the chair of the National Council on Problem Gambling’s Treatment Committee.
Jeremy Wampler earned his Master in Social Work from Southern Connecticut State University, and he has been practicing in the field of problem gambling for over a decade. He currently serves as President of the International Gambling Counselor Certification Board (IGCCB). In his current role as a state administrator, Jeremy provides oversight for all statewide problem gambling services which includes problem gambling specific clinical services, disordered gambling integration programs, outreach and engagement, prevention, and recovery support services.
Tana Russell became Assistant Director at Evergreen Council on Problem Gambling in 2019. She holds certifications as a Substance Use Disorder Professional (SUDP), Washington State Certified Gambling Counselor II (WSCGC-II), Nationally Certified Tobacco Treatment Provider (NCTTP), Certified Gambling Disorder Trainer (CGT), and completed extensive training on video/internet gaming disorder. Great Britain has one of the most liberal gambling environments in the world. Emerging Adults (those aged 18-24) are a cohort of young people growing up in an environment where gambling advertising, marketing and widespread availability are the norm. In addition, the COVID-19 pandemic generated unprecedented disruptions to daily life, especially among young adults who should have been embarking on major life transitions. Using data from the Emerging Adults Gambling Survey, a longitudinal survey of young people in Britain, this presentation will explore how gambling patterns have changed, how gambling and gaming are increasingly combined and the risks associated with this and draw implications for future policy directions – both national and international, as other countries seek to learn lessons from the British experience.

Heather Wardle is a Reader in Social Sciences at the University of Glasgow. She focuses on exploring gambling policy and practice, with particular emphasis on youth. She is the Principal Investigator of the Emerging Adults Gambling Survey and has recently published her first book looking at the intersection between gambling and games: Games without Frontier? Socio-historical perspectives at the gaming/gambling intersection. Mary Drexler is currently the Director for the Maryland Center of Excellence on Problem Gambling, University of Maryland School of Medicine. Ms. Drexler brings 40 years in the social services field to her current role.
Since 2017, as Program Director for the Maryland Center of Excellence on Problem Gambling, Ms. Drexler has been responsible for the oversight of the Center’s initiatives in problem gambling prevention, awareness, treatment, peer support, and public policy. Prior to joining The Center in 2017, Ms. Drexler held the position of Responsible Gambling Program Coordinator for three (3) years for the Maryland Lottery and Gaming Control Agency (MLGCA). Before moving to Maryland, Mary worked as Executive Director of the CT Council on Problem Gambling for 4 years.
In addition, Mary has over 20 years of experience in Crisis Intervention and Suicide Prevention through her work with 211 Connecticut (Information, Referral and Crisis Helpline) and CONTACT USA (now known as the International Council for Helplines), an organization known for accreditation of suicide prevention Helplines. In the past, she served on the Board of Directors of the American Association of Suicidology and worked part-time for the National Suicide Prevention Lifeline supporting crisis lines with the implementation of effective lethality assessments. She has also been a trainer and consultant in the following areas: crisis and suicide prevention/intervention, problem gambling and suicide, and effective listening and assessment skills.

Sarah Ramanauskas has worked in and with the gambling industry since 2008. A background in technology and market research brought her first to Betfair (now part of Flutter) and then William Hill, running research and insight teams looking at gambler behavior. Since 2014 she has been part of a number of initiatives looking to prevent gambling harm, both paid (consulting to the gambling industry at Gambling Integrity) and unpaid (Chair at Betknowmore, Commissioner on the UK’s Commission on Crime and Problem Gambling). She is now working with a number of other female entrepreneurs in the responsible gambling / social responsibility space to help improve the ways in which gambling operators look to protect players. She holds a Masters in English Literature from Magdalen College Oxford, one of the first couple of hundred women to study there after 500 years or so of men only.

Cole Wogoman joined NCPG in November 2021. He focuses on advocating for NCPG’s legislative agenda of problem gambling and responsible gambling policies to both the U.S. Congress and the Executive Branch. Cole also works with NCPG’s Board of Directors, state affiliates, and members on proposed state and local legislation and regulations across the country. Cole is a licensed attorney in the District of Columbia. Previously, he served as legislative counsel for D.C. Councilmember Mary M. Cheh, advising her on a wide range of issues, including sports gambling, transportation, and agency oversight. Before his time in public service, Cole worked as an associate for the law firm of Willkie Farr and Gallagher. He holds a JD from the University of Virginia School of Law, and a BA in Political Science with a minor in Business Economics from the University of Notre Dame.

Don Feeney is a consultant on gambling policy and responsible gambling and president of the Northstar Problem Gambling Alliance, the Minnesota chapter of the National Council on Problem Gambling. He was co-founder of the Alliance and has served on its board since 2001. Mr. Feeney served on the Board of Directors of the National Council on Problem Gambling from 2002 to 2016 and was president from 2011 to 2013. From 1991 to 2017, he served as Research and Planning Director at the Minnesota Lottery. His research interests include public opinion and gambling policy, public awareness of problem gambling, and gambling and popular culture. Mr. Feeney holds master’s degrees in public policy from Harvard and in statistics from the University of Minnesota, and a bachelor of science degree in applied mathematics from Brown University.

74% of Americans believe that gambling problems are caused by a lack of willpower (NGAGE 2.0, 2021). Problem gambling and gambling addiction carry a high burden of stigma, which in turn can be a barrier to seeking treatment. Too often, sensational news stories and the language employed can alienate and dehumanize those with gambling disorders and induce fear or scorn of them in the public eye.
Using appropriate language in discussing disordered gambling includes rejecting sensationalism in favor of more accurate narratives, avoiding stigmatizing language, and acknowledging evidence-based solutions. This webinar will explore the language guidelines that the National Council on Problem Gambling has adopted for disseminating useful information about problem gambling.

Stephen Block, ICGC-II, CPGC has worked with problem gamblers for over 40 years, accumulating over 30,000 clinical hours. He is a New York Credentialed Problem Gambling Counselor and is personally in long-term recovery. He assisted in the formation of the Gamblers Treatment Center, the first state-funded gambling specific treatment program in New York. He was a founding member and is the current President of the Board of Directors of the New York Council on Problem Gambling. Steve has conducted presentations throughout the U.S. on problem gambling and has trained treatment professionals seeking certification. He has testified as an expert witness on problem gambling in state and federal courts in New York, New Jersey, Pennsylvania¸ and Washington, D.C. The National Council on Problem Gambling (NCPG) will celebrate its 50th anniversary in 2022 – an important milestone in the field of problem gambling. NCPG Executive Director Keith Whyte, NCPG Board President and Executive Director of the Evergreen Council on Problem Gambling Maureen Greeley, and other special guests reflected back on the political and social environment of the 1970s and the events that led to the founding of the organization, and how NCPG has grown and developed in the 50 years that have followed. Michelle L. Malkin, JD, PhD, Assistant Professor, Department of Justice, East Carolina University, explored the experiences of people who have a history of problem gambling. Anonymous surveys were analyzed for types of legal consequences people faced due to their gambling. Findings allow for a fuller understanding of the different ways compulsive gamblers have been involved in the legal and criminal justice system, primarily for acquisitional crimes to support gambling and pay off gambling-related debts. Results are also considered based on gender. Additionally, Dr. Malkin shares her own story of consequences due to a history of gambling. The presentation includes suggestions for counselors and others who have clients who may have been involved in gambling-motivated crimes.

Gambling elements have become quite popular in video games and esports, and the interaction of these concepts has become increasingly complex. The impacts can be difficult to navigate: in some cases, convergence has led to fascinating developments in games and digital health. In other cases, the potential for negative impacts warrants concern and intervention. Abarbanel will explore where we have been and where we are going along the journey of gambling and gaming convergence internationally, and discuss where this intersection is showing up in unusual and unexpected ways.
Her research covers video games, esports and gambling, operations and technology, and responsible gambling and community relations. Abarbanel is also the executive editor of the UNLV Gaming Research & Review Journal, on the editorial board at International Gambling Studies and Harvard University’s Brief Addiction Science Information Source, and recently completed a term on the International Advisory Panel for Singapore’s National Council on Problem Gambling. She has been interviewed as a gambling expert by the New York Times, Wall Street Journal, and the Discovery Channel, and has served as a consultant for multiple industries and government entities. Abarbanel is a founding director of the Nevada Esports Alliance, which promotes the development of best practices at the intersection of the esports and regulated gambling industries.

An exclusive 60-minute webinar about the Gift Responsibly Campaign, which was formerly known as the Holiday Lottery Campaign. In previous years lotteries around the world joined the public awareness initiative from the National Council on Problem Gambling (NCPG) and the International Centre for Youth Gambling Problems and Hih-Risk Behaviors at McGill University that discourages giving children lottery tickets as gifts, because underage exposure to gambling activity increases the risk of developing problem gambling behavior as they grow older.

Ted Hartwell shared his story of exposure to gambling activities at an early age that led to a long history of recreational and then disordered gambling. Hartwell also discussed the ingredients that came together to turn what was initially an entertaining pastime into a gambling problem that seriously impacted many areas of his life. Finally, he talked about the defining moments that resulted in his seeking out help and engaging in a process of recovery that continues to this day.
Hartwell has been a member of the research faculty of the Desert Research Institute (DRI) in Las Vegas since 1991. He is a longtime member of the National Council on Problem Gambling. As a problem gambler in long-term recovery, he promotes awareness, prevention, and treatment of problem gambling for the Nevada Council on Problem Gambling, where he has developed gaming disorder and student-athlete gambling awareness programs.

Regina Kaplan presented a brief history of Gam-Anon; the purposes of Gam-Anon, relationship between Gam-Anon and Gamblers Anonymous; and how the Gam-Anon program works to assist its members to cope with the gambling problem and emotionally support the GA members who are in recovery.
Kaplan has been a Gam-Anon member for 46 years. She served as Executive Secretary of the Gam-Anon International Service Office from 1994 – 2019 and is currently CEO Gam-Anon International Service Office.

Rates of problem gambling are significantly higher among veterans, military recruits and those currently in the military compared with rates in the general population. Research suggests that Military personnel are at risk of experiencing negative consequences as a result of gambling related issues such as stress from financial debts, which may have a negative effect on military readiness. Furthermore, military and veteran populations are more prone to substance abuse, mental health problems and suicide, all of which are highly co-morbid with problem gambling.
This webinar will focus on research and policy developments over the past decade, including the recent NCPG victory requiring gambling disorder screening questions to be included in periodic health assessments for active duty soldiers conducted by the Department of Defense. NCPG Executive Director Keith Whyte will review the latest drafts of our legislation and discuss how members can advocate at local and national levels.

In the wake of the Supreme Court decision on Murphy v NCAA, the door is now open for all states to legalize sports betting. This summer 6 states legalized sports betting and we expect another 20-30 to consider legalization bills in January 2019.

Each year, NCPG and McGill University asks every lottery to support our responsible gambling campaign regarding underage play during the holiday season. Over the past ten years, participation has grown tremendously. In 2017, 55 lotteries in the US and around the world supported the campaign. The International Certified Gambling Counselor (ICGC) program was developed to promote a competency-based certification program for professionals treating problem and pathological gamblers and their families. There are two levels of certification, ICGC-I and ICGC-II. A third designation, BACC, denotes ICGC-II counselors who have acquired sufficient training, clinical experience, and supervision skills and are approved to provide supervision to ICGC applicants.
