Director of Helpline Operations, Louisiana Association on Compulsive Gambling
Candidate Bio
Gregory Below, Director of Helpline Operations with over 21 years of experience in Helplines, Client Caller Care, Management, Crisis, Suicide, Recovery, and Leadership, has served in multiple Helpline areas- Helpline Specialist, Reports Coordinator, Program Coordinator, Director of Helpline Services, and Director of Helpline Operations. He has worked on a Certification Committee where he assisted with developing a Helpline Specialist Certification with a curriculum, performance standards, and code of ethics. Gregory has participated in Strategic Planning Workshops in Louisiana on Problem Gambling for enhancing service awareness, accessibility, quality, and data collection. He has participated in strategic planning for 988 Lifeline public awareness campaigns, and he has participated in 988 Network Regional Convenings focusing on critical issues related to the 988 Suicide & Crisis Lifeline. He has also assisted with the successful completion of one Helpline accreditation through Contact USA and two reaccreditation cycles through ICH-International Council for Helpline. Greg will bring a unique set of experience, skills, and expertise to the NCPG board as an Affiliate from someone who has worked in multiple areas within the problem gambling, mental health, crisis, and suicide realm.
Candidate Statement
The reason I am volunteering for the Board Affiliate Seat is to make a difference. While I work every day in the Helpline services arena, serving on a national level broadens my ability to reach others who are affected by problem gambling. In addition, being a part of the planning and providing input helps to set the standard of care for others. It allows me to serve in a position to be a voice for the people, providing a unique perspective from someone who has worked directly in the administration of problem gambling Helplines that provide support through direct phone, chat, and text contact with problem gamblers. I believe that together with NCPG, I can make a difference, add to the fulfillment of the mission, and function as a voice for Affiliates and all who serve and value the mission.

John Cipolla
Director, Rhode Island Council on Problem Gambling

John Cipolla is the co-founder and co-creator of the Rhode Island Program for Problem Gambling Services, where he has played a pivotal role in expanding and enhancing support for individuals and families affected by problem gambling. His leadership has been instrumental in growing the program’s helpline services, ensuring 24/7 live assistance, warm transfers, and crisis intervention for those in need. Through John’s guidance, the program has streamlined response times, allowing providers to connect with callers within twenty-four hours of initial outreach. His insights from helpline interactions have directly influenced the development of key support initiatives, including family intervention programs, young people’s support groups, and educational support groups for mothers.
John is also the Project Manager for the Rhode Island Council on Problem Gambling (RICPG), where he plays a key role in developing free training programs for providers and organizing the annual conference for professionals in the field. With a strong commitment to education and advocacy, John ensures that service providers have access to high-quality, up-to-date training to better support individuals affected by problem gambling. His leadership in planning the annual conference brings together experts, stakeholders, and professionals to share best practices and advance the field.
John’s passion for problem gambling services is rooted in his personal experiences, which he has transformed into invaluable knowledge and advocacy. His expertise has been vital in shaping program strategies and enhancing accessibility for individuals seeking help. Additionally, John has contributed to advancing the field through his co-authorship of a white paper on problem gambling services, working collaboratively with industry stakeholders to develop effective programming.

Candidate Statement
For the past seven years, I have served as Director of the Rhode Island Council on Problem Gambling, where I have overseen daily operations while leading the development of programs across prevention, education, and treatment.
My work has focused on expanding access to care and professional competency in the field. The late Nancy Murray and I developed the Rhode Island Gambling Training Academy, a 30-hour online, self-paced program that prepares clinicians for problem gambling endorsement through the state certification board. Nancy and I also co-founded the Problem Gambling Services Treatment Program, which provides critical, accessible treatment services to individuals and families impacted by gambling.
In addition to program development, I have direct engagement with those seeking help through helpline support. My lived experience with problem gambling brings a perspective that informs my work and maintains my commitment to advocacy, stigma reduction, and helping people struggling with gambling addiction. As gambling continues to evolve, particularly with the rapid expansion of mobile and sports betting, I have remained actively engaged in what is new and understanding the evolution of mobile gambling. I think that while the industry has been quick to pivot and evolve, we have not been as quick and nimble.
Treatment and prevention need to align with the gambling behaviors today, as opposed to what I see as a reluctance to embrace harm reduction. Outreach has to utilize a “boots on the ground” mentality. Just this past week, the RICPG launched a statewide College Council on Gambling Awareness to engage students as peer educators and leaders in prevention. I bring a comprehensive, hands-on approach that spans programming and lived experience.
I am committed to advancing the mission and impact of the Council at a national level. I feel that my lived experience, especially with sports betting, as well as my work ethic, will be valuable at this time.

Jamie Glick
Executive Director, Problem Gambling Coalition of Colorado
Candidate Bio
Jamie Glick is a behavioral health leader, educator, and advocate with extensive experience in problem gambling prevention, treatment, recovery support, and nonprofit leadership. He currently serves as Executive Director of the Problem Gambling Coalition of Colorado, where he has also served in multiple leadership capacities over time. In these roles, he has led statewide initiatives focused on public awareness, treatment access, workforce development, collegiate outreach, strategic partnerships, and grant acquisition.
He is also an adjunct faculty member at the University of Denver Graduate School of Social Work, where he created the institution’s first Assessment and Treatment of Gambling Disorder course. This work reflects his commitment to developing the next generation of clinicians and expanding the national treatment workforce.
Mr. Glick brings more than a decade of leadership experience in behavioral health, addiction services, program development, and organizational management. His background includes direct clinical work with individuals and families impacted by addiction, as well as executive leadership in nonprofit and treatment settings. He has experience building high-impact partnerships with government agencies, universities, athletic organizations, healthcare systems, and community stakeholders.
Known for strategic thinking, innovation, and collaboration, he has successfully secured and managed grant funding, launched new initiatives, expanded service capacity, and elevated public dialogue around gambling-related harm. His combination of clinical expertise, executive leadership, teaching experience, and national advocacy perspective would bring meaningful value to the National Council on Problem Gambling Board of Directors.
Candidate Statement
I am seeking to serve on the Board of the National Council on Problem Gambling because I believe this is a pivotal moment for our field. As gambling expands rapidly across the country, there is an urgent need for strong leadership that advances prevention, treatment access, public awareness, and responsible policy grounded in public health principles. I would be honored to help NCPG continue leading this work nationally.
I currently serve as Executive Director of the Problem Gambling Coalition of Colorado and have served the organization in a variety of leadership roles over time. Through these roles, I have led statewide initiatives in awareness, treatment access, workforce development, collegiate outreach, and strategic partnerships. I have also helped secure significant grant funding, expand community engagement, strengthen provider networks, and increase visibility for gambling-related harm across Colorado.
I also serve as an adjunct faculty member at the University of Denver Graduate School of Social Work, where I created the school’s first Assessment and Treatment of Gambling Disorder course. Through this role, I am helping develop the next generation of clinicians equipped to address gambling disorder with competence and compassion.
My professional background includes behavioral health leadership, nonprofit management, program development, public speaking, higher education, and direct clinical work with individuals and families impacted by addiction. I bring strategic thinking, collaboration skills, entrepreneurial energy, and a commitment to innovation.
If selected, I would help NCPG strengthen state affiliate partnerships, expand treatment capacity, engage younger and more diverse audiences, advance workforce development, and elevate national awareness that recovery is possible. Tana Russell
Deputy Director, Evergreen Council on Problem Gambling
Candidate Bio
Tana Russell became Assistant Director at Evergreen Council on Problem Gambling in 2019 and Deputy Director in 2024. She holds certifications as a Substance Use Disorder Professional (SUDP), Washington State Certified Gambling Counselor II (WSCGC-II), Nationally Certified Tobacco Treatment Provider (NCTTP), Certified Gambling Disorder Trainer (CGT), and has completed specialized training and study on video/internet gaming disorder. She serves on NCPG committees, the Washington State Gambling Counselor Certification Committee, and has/does serve on several other workgroups and committees. She presents on topics related to gambling, gaming, tobacco, addictions, treatment, recovery, and responsible gaming. She has written, co-authored, and/or collaborated on the development of program curriculum for various treatment, training, and educational courses. She also provides consultation and training for gaming industry leadership, staff, commissioners, and more on responsible gaming policies and procedures. She not only believes in the power of partners coming together for a shared cause and mission but that is a strong pillar of her daily role.
Candidate Statement
I started working in gambling treatment in 2015 when I moved to the state of Washington, and working with and for the community has been a passion ever since. I was hired by the council in 2019, and I have been an affiliate and member of NCPG ever since. In that time, I can likely count on one hand how many Affiliate committee meetings I’ve missed. I have been a BH trainer since 2012 and a Problem Gambling trainer since 2017, with national CE accreditation. I am a trainer and consultant on RG for casinos, card rooms, lottery, state and Tribal Gaming Commissions, gaming law summits, and more. I provide administrative services to our State Gambling Counselor Certification Committee, and PG training to the LACG helpline call center. I have served on state and national committees and workgroups and consulted for partners across the country. I have also served on NCPG committees/resource network groups for nearly 7 years. I’m lucky enough to work directly under Maureen Greeley, a long-time member of the NCPG board, who has kept me filled in on the work of the NCPG board and will continue to be my close consultant. I would like to take a more active role in supporting what is not only NCPG’s mission, but the shared mission of affiliates and other organizations across the country. Too many people lose their health, families, financial security, and lives to Gambling Disorder for me not to do everything I can with my skills to help them.

Vena Schexnayder
Executive Director, Arkansas Problem Gambling Council
Candidate Bio
Vena Schexnayder is a dedicated clinician and passionate advocate with a community-centered mission. She is the Founder and Executive Director of the Arkansas Problem Gambling Council, where she leads efforts to prevent and treat gambling addiction across the state. With over 15 years of experience in prevention and addiction services throughout the southern and eastern United States, Vena has become a trusted leader in the field.
Her policy & advocacy efforts were instrumental during the 95th General Assembly, where she co-authored Arkansas House Bill 1847-the Self-Exclusion Bill-advancing responsible gambling practices and reinforcing protections for Arkansans.
Vena holds a Master’s degree in Social Work from Louisiana State University. Nationally, she serves on the Board of Directors and as State Affiliate Co- Chair for the National Council on Problem Gambling (NCPG). Social Work Action Coalition (SWAC) Board of Directors, advisory board member for the Arkansas Chapter of the National Association for Alcoholism and Drug Abuse Counselors (NAADAC), Membership Co-Chair for the African Americans in Gaming, and a member of the DraftKings Responsible Gaming State Council Funding Steering Committee.
Candidate Statement
My first term as a board member of the National Council on Problem Gambling (NCPG) has represented a meaningful convergence of purpose and professional passion. Drawing on my background in mental health and addiction, I have contributed to advancing the NCPG mission through strengthened coordination, clear communication, creative problem-solving, and focused advocacy. My volunteer experience has expanded my expertise in core competencies related to behavioral health, while also allowing me to apply my clinical social work foundation in broader contexts such as policy advising and national advocacy initiatives.
Notably, I have supported NCPG efforts related to the Points Act and advocacy for military appropriations, helping elevate awareness of the unique risks and service gaps affecting military populations. Additionally, I bring a regional perspective that reflects the specific needs of individuals across the southern United States, including youth, college students, and older adults. This perspective emphasizes the importance of safety, education, and harm reduction strategies tailored to diverse populations.
An area I aim to further develop is the integration of lived experience, particularly as a spouse navigating harm reduction into program and policy design. This insight can deepen empathy and improve the relevance of services. Looking ahead, I am interested in leveraging my experience to foster stronger collaboration between technology partners and the NCPG. By incorporating artificial intelligence and data-driven tools, there is a significant opportunity to enhance harm reduction efforts, particularly through innovations in self-exclusion systems and streamlined clinical referral resources.

Michael Sciandra
Executive Director, Nebraska Council on Problem Gambling
Candidate Bio
Mike Sciandra is using his lived experience with addiction to serve others. As a problem gambler in recovery, Sciandra shares his experiences and recovery story to help others avoid gambling-related harm.
Sciandra is the Executive Director of the Nebraska Council on Problem Gambling, as well as the Education and Outreach Coordinator for Choices Treatment Center, an outpatient addiction treatment facility with multiple locations in Nebraska. Mike collaborates with a variety of stakeholders to promote treatment services available through the Nebraska Gamblers’ Assistance Program. Using his networking skills and passion to serve, Mike provides awareness, prevention, and treatment information, while providing hope. From advocating in front of lawmakers to giving presentations on college campuses to working one-on-one with individuals in early recovery, there is no task too big or too small for Mike when it comes to reducing gambling-related harm. Sciandra also serves as a Certified Peer Support Specialist and Peer Trainer for a variety of organizations nationwide.
Sciandra has a Bachelor of Science degree in Marketing Management from Bellevue University, a Master of Arts degree in Management from Doane University, along with a Disordered Gambling Counseling Certificate, Peer Support Specialist Certificate, and an International Gambling Recovery Specialist Certification.
Candidate Statement
It would be my honor to be selected to serve on the NCPG Board. Since entering problem gambling recovery over five years ago, my personal and professional mission has been to use my gifts and skills to reduce gambling-related harm. Serving on the NCPG Board would be another way in which I could support this mission.
Prior to entering problem gambling recovery, my educational and professional experience has been in the for-profit business world in sales management, marketing, and in entrepreneurial roles. However, my passion for those roles does not compare to the passion I have for problem gambling awareness, prevention, and treatment. My professional roles in problem gambling treatment and non-profit leadership exemplify this passion.
If chosen for the NCPG Board, my greatest strength I can bring to the team is unwavering passion and work ethic. I will use my lived, education, and professional experiences, along with my desire for continuous learning and servitude, to assist NCPG in an honorable and professional manner.

Abdullah Mahmood
Administrative Coordinator, Maryhaven

Abdullah Mahmood, LSW, LICDC-GAMB, ICGC-I, OCPS, ICPS, started working with clients at Maryhaven several years ago, before becoming the Administrative Coordinator of the Gambling Intervention Program. He has worked extensively in prevention, treatment, and administration, as well as having direct services with clients with mental health concerns, clients with substance use disorder, and clients with disordered gambling. He also serves on the board of directors for Problem Gambling Network of Ohio, works as an intake specialist at GamFin, and volunteers in the community.
Candidate Statement
I am interested in serving on the board of directors for the National Council on Problem Gambling because I agree with the organization’s vision, mission, and core values. I have been in the field of problem gambling for almost five years now, and I want to advance awareness of this issue and advocate. This position would allow me to be able to bring even more awareness nationally.

Andrew Schreier
Clinical Senior Implementation Strategist, CMS & New Life Resources, Inc.

Andrew Schreier is a Clinical Senior Implementation Strategist, Licensed Professional Counselor (LPC), Clinical Substance Abuse Counselor (CSAC), Independent Clinical Supervisor (ICS), International Certified Gambling Counselor II (ICGC), and Board Approved Clinical Consultant (BACC) with extensive experience in behavioral health systems, workforce development, and training. His work focuses on bridging clinical practice with system-level implementation to improve access, quality, and outcomes in addiction and recovery services.
He currently serves on the Board of Directors for the Wisconsin Council on Problem Gambling, where he contributes to statewide strategy, provider engagement, and public awareness efforts related to problem gambling. In this role, he supports initiatives that align with national priorities around prevention, treatment access, and stigma reduction.
Andrew is actively involved with the National Council on Problem Gambling, having served on the Professional Resource Networks (Treatment PRN) and the 2026 Awards Work Group. He has played a key role in helping build one of Denver’s largest recovery communities, which reaches individuals across 52 countries online and supports tens of thousands annually through in-person and digital engagement. This experience has provided direct insight into the barriers individuals face when seeking help, particularly the gap between awareness and action.
Danny’s work centers on storytelling, digital outreach, and trust-first communication strategies that meet individuals earlier in their journey. He has led the production of lived experience content designed to reduce stigma, increase engagement, and encourage help-seeking behavior.

I’m volunteering to serve on the Board because I believe we are at a pivotal moment in how we reach individuals impacted by gambling harm. Since 2017, I’ve worked in the addiction and mental health field, including front-line experience in a behavioral health hospital and helping build one of Denver’s largest recovery communities, which reaches individuals across 52 countries online and supports tens of thousands annually.
That experience has shaped how I understand the gap between those who need help and those who actually receive it. While awareness and education are critical, many individuals struggle long before they identify their behavior as a problem or seek support.
My work focuses on closing that gap. As co-founder of CaptivContent, I’ve led storytelling and digital outreach efforts that help organizations meet people in real time, often during moments of isolation or vulnerability. I’ve also produced lived experience content that reduces stigma and encourages help-seeking.
I bring a perspective centered on early engagement and trust-building, along with a practical understanding of how people interact with content and form trust on modern platforms.
I would aim to support the National Council on Problem Gambling by strengthening outreach strategies that connect awareness to action and better engage those not yet in treatment.
I believe we can reach more people, sooner, with the right message.

Scott A. Frost is a strategic marketing and operations executive with more than 20 years of leadership experience across gaming, media, and digital marketing. As Director of Marketing for JACK Entertainment, he leads enterprise-wide strategy and execution across multiple properties, overseeing integrated marketing disciplines, multi-million-dollar budgets, and data-driven initiatives that drive revenue growth, brand consistency, and customer loyalty.
Scott is recognized for building high-performing teams and aligning cross-functional stakeholders to deliver measurable business outcomes. His expertise spans database and loyalty marketing, brand management, regulatory compliance, and large-scale promotional strategy. Prior to JACK Entertainment, he served as Vice President of Marketing at Hard Rock Rocksino, where he drove significant market share and revenue growth, and held leadership roles with Urban One and iHeartMedia, shaping integrated marketing and digital transformation strategies.
Earlier in his career, Scott served as VLT Gaming Regulation Manager for the Ohio Lottery Commission, where he oversaw regulatory compliance, including responsible gaming initiatives and programs, as well as operational integrity across Ohio’s racino gaming system.
A U.S. Marine Corps veteran and former Staff Sergeant, Scott brings a disciplined, mission-driven leadership style to every organization he serves. He is actively engaged in community and industry initiatives, including volunteer leadership with the National Council on Problem Gambling and board service within local organizations.

I am seeking the opportunity to serve on the Board of the National Council on Problem Gambling to further align my professional experience, regulatory background, and ongoing commitment to responsible gaming advocacy.
Throughout my career, I have operated at the intersection of gaming operations, marketing strategy, and regulatory oversight. In my current role as Director of Marketing for JACK Entertainment, I am responsible for driving growth while ensuring that player engagement strategies are executed responsibly and sustainably. Earlier in my career, as VLT Gaming Regulation Manager for the Ohio Lottery Commission, I provided regulatory compliance oversight of responsible gaming initiatives and programs, in addition to broader operational and policy enforcement responsibilities.
This dual perspective operator and former regulator gives me a comprehensive understanding of both the opportunities and responsibilities inherent in the gaming industry. I have been directly involved in evaluating responsible gaming practices, auditing controls, and supporting frameworks designed to protect vulnerable populations while maintaining industry integrity.
My volunteer involvement with NCPG, including supporting the annual conference, has strengthened my commitment to advancing education, awareness, and evidence-based solutions. I believe the industry has both an obligation and an opportunity to lead in this space.

Sheri Larson

During my time in prevention as a program manager, I have worked extensively with applying/managing grants. I oversee a staff of 9. I work closely with public and private schools to ensure quality ATOD/gambling programs are implemented with fidelity. My role also includes being a board member for other nonprofits and government agencies. Advocating for reform and funding is also part of my role as a program manager. My organization represents 3 of the 67 counties in Pennsylvania, and we contract with a fourth. This gives me an opportunity to see how other counties in the state function.

I have been in prevention for 11 years. I’m a certified prevention specialist with additional PDE licenses in education. I have chosen to stay in prevention as I am a strong advocate for educating today’s youth. I want them to make informed decisions about ATOD and gambling.

Anne Rogers

The candidate has worked in the Public Health and Prevention fields for over 30 years. With the last 20 focused primarily on addictions and mental health. For the past 5 years, my work has focused solely on Problem Gambling. In 2021, Anne Rogers was hired by the Commonwealth of Virginia to build a system to help mitigate problems from gambling, especially due to the large expansion of gambling opportunities that it was embarking on.
Between 2001 and 2020, Ms. Rogers worked for the state of Maine Center for Disease Control and the Office of Substance Abuse (later known as Office of Substance Abuse and Mental Health Services, OSAMHS). She first dipped her toes into the Problem Gambling arena when she was the Data and Research Manager in 2010, helping advise the prevention unit on problem gambling prevalence data collection.
Ms. Rogers was part of the first cohort on a SAMHSA grant in 2004 called the Strategic Prevention Framework State Incentive Grant. This used a new Framework to build a Statewide system to address substance use. This framework became evidence based, and this is the framework used to stand up Virginias problem gambling program.
December 2021 through June 2026, Anne served on the NAADGS board, becoming a member of the executive committee in 2023 to the present. During this time, she created the Prevention Committee, leading it for two years. This committee still runs today and is one of the largest NAADGS committees running.
From July 2022 through currently, Ms. Rogers is the Chair of the Virginia Problem Gambling Treatment and Support Advisory Committee.
Candidate Statement
I come to the table with skills in building programs through evidence-based frameworks and models. Using data and research to determine needs, then building the capacity statewide to plan and implement programs and services to address needs. Including building in evaluation along the way to make adjustments as needed. My main focus is primary prevention, but I also work with our treatment and recovery units to build and enhance statewide efforts in these pillars.
Having a vast amount of experience both in the prevention field, but also as a data analyst earlier in my career, I believe has helped guided my interest of ensuring people are educated on the issues with facts and data versus supposition. And having a strong background in public health and addictions has allowed me to apply applicable knowledge in these areas to address problem gambling, especially where a gap in programming may exist.

Susan Diamond joined the Office of Responsible Gambling in May 2022 and currently serves as a Lottery Responsible Gambling Advocate. She has more than 30 years of experience with the Ohio Lottery, where she has held leadership roles across the Executive, Operations, and Marketing divisions.
In her current position as the Lottery’s Responsible Gambling Program Manager, Susan oversees key initiatives including the Voluntary Exclusion Program, statewide prevention advertising campaigns, and a range of special responsible gambling projects. Her commitment to responsible gambling began long before her current role; as a Video Lottery Terminal (VLT) Regulation Manager, she played an integral part in advancing the Lottery’s responsible gambling priorities at the seven Ohio racinos.
Susan has been an active member of the Problem Gambling Network of Ohio (PGNO) and the National Council on Problem Gambling (NCPG) since 2020. In recognition of her outstanding volunteer service, she received the NCPG Service Award in 2025.
She holds a bachelor’s degree in business administration from Cleveland State University.

Cory Fox

Cory Fox is the Senior Vice President, Public Policy & Sustainability at FanDuel. Cory has spent over ten years at FanDuel. In his current role, Cory oversees FanDuel’s responsible gaming program, including strategy, compliance, and operations. Cory also oversees all community impact initiatives at FanDuel. Additionally, Cory advises the company on large, industry-level policy issues. Previously, Cory served in government affairs and product advisory roles at FanDuel.
Prior to Cory’s time at FanDuel, Cory was Senior Policy Counsel at the Entertainment Software Association, advising the video game industry on federal and state regulatory issues. Cory holds a B.A. in Political Science from the University of California, Davis, and a J.D. from the Washington College of Law, American University. Cory lives in Washington, D.C. with his wife and two children.

I am volunteering to serve on the NCPG Board because I believe strongly that effective, industry-wide responsible gambling efforts are essential to protecting consumers, strengthening public trust, and ensuring the long-term sustainability of the legal gaming industry. Over more than a decade at FanDuel, I have worked at the intersection of government affairs, regulatory compliance, responsible gaming, and public policy. In my current role as SVP of Public Policy and Sustainability, I help lead our efforts to advance responsible gambling policies, collaborate with regulators and public health stakeholders, and support initiatives that promote safer play.
Through this work, I have seen firsthand how collaboration between operators, regulators, researchers, and advocacy organizations can drive meaningful progress. NCPG plays a uniquely important role as a neutral convener and credible source of expertise in this ecosystem.

Joshua Kirschner

Josh plays a key role in the firm’s Gaming Industry Group practice. Josh’s work focuses on advising gaming clients on litigation, regulatory, and strategic risk in connection with various gaming operations, business transactions and disputes, and crisis management and response. Josh has worked on gaming-related matters for a wide variety of clients within and adjacent to the gaming industry, including sports betting, iGaming, fantasy sports, casino, and skill‑based gaming companies, as well as sports teams and leagues, media and entertainment companies, technology companies, and financial service providers.
Drawing on both former in‑house and law firm experience, he advises operators, vendors, and entrepreneurs on navigating complex state, federal, and tribal regulatory landscapes. Josh’s expertise also includes crisis management, payment and ancillary services, licensing, compliance, internal investigations, and strategic expansion for businesses in highly regulated industries.
As a former lead in‑house counsel and head of government affairs for a leading sports gaming company, Josh brings a blend of inside knowledge and outside perspective. As a partner at the only law firm NCPG member, I think it is vital to have a legal/attorney representative on the Board. This is all the more critical at the current moment, when so much of gambling is inextricably tied to laws and regulations, and when funding and recognition for problem gambling and responsible play are tied up in the legal minutia surrounding the industry. As current outside counsel for NCPG pro bono products, I deeply understand and support the advancement of NCPG’s mission and values, and bring a pragmatic, results-driven approach to achieving Board goals and supporting NCPG staff objectives.

Pedro Romero

Pedro Romero is a psychologist, therapist, researcher, and safer gambling specialist with experience across clinical practice, academia, the third sector, and the gambling industry. He is a PhD candidate researching novel approaches to gambling disorder treatment and currently works in a senior charity leadership role focused on expanding access to practical harm-reduction support. Pedro has also held senior safer gambling and player protection roles within gambling companies, giving him a rare cross-sector perspective on prevention, treatment, policy, and operational delivery.

I am seeking to serve on the NCPG Board of Directors because I believe I can bring a valuable combination of clinical, research, charity, and industry experience to the organization’s mission of reducing gambling-related harm.
My background includes direct therapeutic work, academic research, leadership within the third sector, and senior safer gambling roles within the gambling industry. This has given me a strong understanding of the complexity of gambling-related harm, as well as the practical challenges involved in prevention, early intervention, treatment, and wider systems change.
I believe I would bring a constructive, balanced, and solutions-focused perspective to the Board. My experience has allowed me to work across sectors that do not always naturally align, and I have developed a strong ability to build bridges between stakeholders while keeping the focus on the people affected by harm.

Krystal Smith
Responsible Gaming/Safer Play Program Manager, Oregon State Lottery

Krystal Smith is a nationally recognized leader in responsible gambling with more than a decade of experience advancing prevention, public awareness, and cross-sector collaboration. She provides subject matter expertise and leadership for the Oregon Lottery’s Safer Play and Community Engagement programs, ensuring business strategy aligns with public responsibility, consumer protection, and long-term sustainability with a focus on stigma reduction.
As Manager of the Responsible Gaming – Safer Play Program, Krystal leads strategic plan development and execution and oversees a comprehensive employee and retailer training program. Her role requires strong governance discipline, cross-enterprise coordination, and stewardship of reputational and social risk. Her work also emphasizes evidence-based practices, stigma reduction, and reaching people where they are, priorities closely aligned with the NCPG’s strategic focus on prevention, education, and systems-level impact.
Over the past ten years, Krystal has helped Oregon build a nationally recognized Safer Play program by collaborating with gaming operators, prevention, treatment, and recovery professionals, researchers, regulators, and legislators. She drives continuous improvement by incorporating research, player insights, lived experience, and emerging best practices into program strategy and implementation.
Krystal coordinates responsible gambling certification through the World Lottery Association and the NCPG and serves as an assessor for NASPL/NCPG’s RG Verification Program, evaluating governance structures, compliance, and effectiveness across jurisdictions. Krystal serves on the NCPG’s Communications Committee, serving as chair for two years, guiding national initiatives such as Gift Responsibly and Problem Gambling Awareness Month. I am volunteering to serve on the NCPG Board of Directors because I am committed to advancing its mission to meaningfully reduce gambling-related harm and strengthen safer play best practices. For over twenty-seven years with the Oregon Lottery, I have led responsible gambling and public health-based harm reduction efforts, building a deep understanding of gambling behavior through roles in portfolio management, corporate social responsibility, and problem and responsible gambling. As Responsible Gaming – Safer Play Program Manager, I have led statewide initiatives recognized globally, advancing evidence-informed practices, creating safer gambling environments, educating retailers, and strengthening protections for players and affected others.
For more than a decade, I have actively engaged with NCPG, contributing through collaboration and thoughtful leadership. Serving six years on the Communications Committee, including two as chair, I helped expand the Problem Gambling Awareness Month toolkit, increase language accessibility, and transition the Holiday Gift Giving Campaign into a year-round initiative promoting responsible gifting among adults. Richard Taylor

Richard L. Taylor, Jr. is the Director of Responsible Gambling for BetMGM where he
oversees the company’s responsible gambling and marketing compliance strategy, initiatives, and functions, including the GameSense program. Prior to this position, Richard worked for MGM Resorts International in a variety of roles, including Government Affairs, Responsible Gambling, and Military Affairs. Richard serves as a member of the National Council on Problem Gambling’s Military Committee, is a member of the Nevada’s Advisory Committee on Problem Gambling, and is a board member for the Nevada Council on Problem Gambling. Born and raised in Las Vegas, Nevada, he is a veteran of the United States Marine Corps and a proud graduate of the University of Nevada, Las Vegas.

I am seeking to serve on the Board of the National Council on Problem Gambling because I believe deeply in its mission to lead awareness, prevention, and support for individuals and families impacted by problem gambling. As someone born and raised in Las Vegas, I have seen firsthand both the economic importance of gaming and the real human consequences when gambling-related harm is not adequately addressed. Volunteering my time on the Board is an opportunity to help ensure those two realities are balanced responsibly.
Professionally, I serve as Director of Responsible Gambling for BetMGM, where I oversee enterprise-wide responsible gambling and marketing compliance strategies, including the GameSense program. My experience spans regulated gaming operations, public policy, compliance, and stakeholder engagement, allowing me to contribute a practical, industry-informed perspective while keeping consumer protection at the center of decision-making. I also bring governance experience through my service on the Nevada Council on Problem Gambling, Nevada’s Advisory Committee on Problem Gambling, and NCPG’s Military Committee.
As a United States Marine Corps veteran, I am particularly committed to advancing NCPG’s work with military and veteran communities, an area of strategic importance.
