Responsible Gambling Framework (RGF) Certification Program

The RGF Program was created to help lotteries plan and implement effective responsible gambling policies in all aspects of their operations and to recognize those that do it well.

Overview

In 2015, the National Council on Problem Gambling (NCPG) partnered with the North American Association of State and Provincial Lotteries (NASPL) to create the Responsible Gambling Verification (RGV) Program— the first national verification program of its kind. As a collaborative effort, the program helped establish higher standards for implementing responsible gambling principles across lottery operations. Today, the program has evolved into the Responsible Gambling Framework (RGF) Certification Program. In addition to helping lotteries promote responsible gambling, the RGF Program is designed to educate lottery executives, employees and the public about the responsible gambling measures that are possible within lottery operations as well as the spectrum of problem gambling behavior and treatment.

RGF Program Levels

Level 1: Commitment

For lotteries that want to demonstrate their support for responsible gambling through participation in awareness initiatives and a formal commitment from lottery or government leadership.

Level 2: Self-Assessment and Gap Analysis

For lotteries that are ready to evaluate their current responsible gambling efforts and identify gaps by completing a self-assessment and developing a responsible gambling plan.

Level 3: Planning and Implementation

For lotteries that are developing a plan, timeline, and resources to implement specific responsible gambling programs across their operations.

Level 4: Continuous Improvement

For lotteries that have integrated responsible gambling programs into their day-to-day operations and are committed to strengthening and improving them over time.

RGF Certified Lotteries

Following updates to the program implemented in February 2026, lotteries with existing Responsible Gambling Verification (RGV) certifications will maintain their current status through the remainder of their certification period, while new applicants will enter under the updated Responsible Gambling Framework (RGF) Certification Program. All lotteries will transition to the RGF structure at their next recertification cycle.

Lotteries with Parallel Verification

The Parallel Verification Process (PVP) recognizes World Lottery Association (WLA) certification, allowing U.S. lotteries that achieve WLA certification to also apply for Responsible Gambling Framework (RGF) recognition.
